How did planners in World War 1 get it so wrong?

This may be a huge question or something predicated by some faulty assumptions on my part, but; I was wondering how Military planners before WW1 failed to realise it would devolve into an attritional trench war. Surely in war games prior to the conflict they must have realised that machine guns and cartridge firing rifles would invalidate cavalry and their prior conceptions of infantry maneuvers.

Was it a case of self delusion, political interference or doctrinal dogmatism that lead to the miscalculations at the opening of the war?
